What the terms actually say
The programme is live but IBM publishes almost nothing about it, and the gap between what circulates and what IBM states is the whole story here. Aggregators list this as $120,000 across a Builder and a Premium tier. That figure appears on no IBM page we could reach, and it traces back to a press release from the SoftLayer and Bluemix era rather than to anything current. The only place the number survives inside IBM's own systems is the campaign slug in the signup link, cpp_120k, which is a marketing code rather than a published term. Feed that code to IBM's registration page and the panel it returns is titled "Experience Embeddable AI on IBM Cloud with Free Cloud Credits", describes three steps, names Speech to Text, Text to Speech, Natural Language Understanding, Watson Assistant and Watson Discovery as the offerings, and states no amount, no eligibility bar and no duration anywhere. The step that deserves attention is the second one: IBM asks for billing information before the terms are disclosed, and the link then lands you in the authenticated Partner Center where the rest happens out of sight.
Who can claim it, in IBM's words
IBM publishes no eligibility criteria on the signup route. The commonly repeated bars, under five years old, under $1M revenue, under $5M raised and not already an IBM Cloud customer, appear only on third party sites and could not be confirmed against anything IBM states.
What you get without this
IBM Cloud Lite plans, which cover more than forty products, never expire and never incur a charge. The limits are real: a Lite instance is deleted after thirty days with no development activity, and hitting a quota suspends that service until the first of the next month. Anything outside a Lite plan needs an upgrade to pay as you go.
