What the terms actually say

Ten thousand dollars in flexible platform credits over twelve months, spendable across GitHub Enterprise seats, Copilot, Advanced Security, Actions and other metered services. The flexibility is the useful part, since Copilot and Actions are where the bill actually grows. There is no independent route: you have to be affiliated with a GitHub for Startups partner, so the application really starts with your investor or accelerator. Having used an Enterprise plan in the last six months disqualifies you, which catches teams who trialled it and let it lapse.

Affiliated with a GitHub for Startups partner, outside funding at Series B or earlier, new to GitHub Enterprise or not on it within the past six months, and no previous GitHub credits or Enterprise licences.
