What the terms actually say
The free tier is the story here and the programme is the footnote. Every Clerk account, in the programme or not, gets fifty thousand monthly retained users and a hundred monthly retained organisations at no cost, which is more than most products need well past launch. The startup programme adds a discount on Pro features, and Clerk does not publish what the discount is. The eligibility window is unusually tight: up to one year after launch. Partner affiliation is offered in the form but marked optional, so an unaffiliated team can apply.

Early stage, up to one year after launch, and up to five million dollars in venture funding. Partner affiliation is optional. You need an active Clerk account with an application in it before the form will submit.
