Thirty three million characters over twelve months is the whole grant rather than a monthly allowance, so a voice agent in production can spend it well before the year is out. One application per company means a thin first attempt is not a rehearsal.

What the terms actually say
Twelve months of the full platform with thirty three million characters, which ElevenLabs puts at over six hundred and eighty hours of agent usage and values at four thousand dollars and up. The eligibility list is more opinionated than most and worth reading before you spend time on it: you need a monetised use case with a business strategy behind it, you must intend long term deployment rather than a one off project, and agencies and consulting firms are excluded outright. So is anything built for minors. Fewer than twenty five employees, one application per company, and no existing enterprise customers.
Who can claim it, in ElevenLabs's words
Fewer than twenty five employees, a monetised product use case, a business email, and long term deployment intent. Agencies, consulting firms, products for minors and existing enterprise customers are excluded. One application per company.
What you get without this
The ElevenLabs free tier with a small monthly character allowance, then published per character pricing.
We list a perk because it beats walking up to the vendor unannounced. If it ever stops doing that, it comes off the index.
