What the terms actually say

Modal publishes the tier structure but not the numbers, describing them only as thousands of free GPU credits. Two tiers exist. Seed to Series A needs either any amount of VC funding from a fund in Modal's partner network, or more than $1M from any fund at all, which is a genuinely lower bar than most since the second route ignores who your investor is. Scaling and Series B onwards is custom and needs over $30M raised or a partner network VC. The catch is stated plainly and is worth reading twice: credits are a one time grant and you cannot reapply once you have received them in a tier, so applying early locks you into the smaller amount.
